Moving Terminal Services Licensing

I need to move the Terminal Services Licensing service from one Windows 2000
Server to another. Is it as simple as deactivating the old server and then
installing and activating on the new server?

Also, are web based activation requests handled quickly? In the scenario
above, will I have a period when Terminal Services is not available to
clients?

In short: you'll have to phone the Clearinghouse.

Ok, I read that part of the faq, but if you look for details, they really
aren't there? First off, the statement deals with moving licenses from one
license server to another. Does that mean that my first step is to install
Terminal Services Licensing on the second computer and activate it through
the Clearinghouse? After that, do I restore the LServer folder (containing
the TLSLic.edb) from the existing License Server to the new License Server?
And then call the Clearinghouse?

Yes, install the TS Licensing service on your new server. There's
no need to restore anything from backup, that won't work:
Your licenses must be re-issued by the Clearinghouse.
