Moving tabs in IE 8

In IE 7 my tabs can be moved sideways, is that original or cause of my IE7
Pro?

Can tabs be placed in IE 8's bottom also, as in Avant?

You would be better served in a generic Internet Explorer group than in one
for Windows XP.
