Moving Startup Menu

How do I move the Startup menu from the Programs folder to the Start Menu
Folder?

Drag it. But All Programs is built from Start Menu and Programs folder so it won't look different.
 
I dragged it to the desktop and even used a 3rd party cleanup tool but
windows keeps creating it. It's no longer in my programs menu, none-the-less
it's there.
There must be a registry setting that can be manipulated to prevent this.?
