Moving Desktop Icons

Running XPPro on a P4, 2.6Gig, 256 memory. Properties for the desktop has
"auto arrange" not checked and "arrange icons by ..." are all not selected.

So why do my icons keep moving? Is there a way to "lock" them in position?

Open display in control-panel,desktop,customize,web settings,chk the
box-lock desktop icons.
