Moved outlook 2003 dialup to cable. can receive email, can't send

I moved my internet connection from dial-uip to cable. Uisng same ISP
account and outlook 2003. Can receive emails but have problems sending.
When sending outlook say all tasks were completed, but after 2 minutes,
message is in my inbox. I tried sending msgs to my self, shows all tasks
(sending and receiving) completed, but email still in my outbox, no email was
received by my ISP, hence I did not receive this msg.

Help!
