When you place Web Content on your Desktop you can click to
select the "Lock Desktop Item" box so that the content cannot be
moved. Perhaps clicking to clear this checkbox would allow you
to move the item.
To do that right-click the Desktop. Select Properties. On the
Desktop tab click Customize Desktop. Click the Web tab. Click to
clear the "Lock Desktop Item" box. Click OK. Click Apply. Then
click OK.
