Windows Toolbar Anchored at top of Desktop?

I can't rearrange the order of the items in the toolbar! I anchored "My
Computer" to the top of the desktop, and there are multiple items that
overflow the two lines that I have auto hidden. A small double arrow appears
at the end, and if I click it, I can see the overflow items. One of those
items is the one I use most often, "My Documents." Many other items in "My
Computer" I hardly ever open, but I can't bring "My Documents" out of the
overflow. Also only certain items can be rearranged. Why is this? I want to
be able to set the order of the items, so that the most commonly used ones
display when I move my mouse up to the top of the desktop display! Very
Frustrating! Also, often times, I notice that the order gets rearranged with
out me ever touching it. AHHHHHHH!

According to me, the folders inside the My Computer are System Folder and
therefore you can move them. Set the My Documents toolbar on your Desktop and
try moving items. You can notice that all the items you can move easily.

Yes, I can move the items around when "My Computer" is opened as a Window,
but only certain ones can be "slid around" and re-ordered when "My Computer"
is anchored! Why is this, it just doesn't seem right. Someone actually try to
do it and see if I'm just not crazy. Try to re order the drives and folders
in My computer once that grouping is anchored at the top of your desktop. Try
specifically to move My Documents to a different spot in the anchored
toolbar. I can't, a little black circle with a line through it pops up (no
sign). This is retarded!

I think Microsoft needs a little bit workout on this. Could be a good advice
for Windows Developer. Not sure either it is being solved in Windows Vista or
not.

The reason behind this could be becuase there is no Arrange Icons command
when you right-click on the Toolbar.
