I have three accounts set up in my system (Windows XP Home).
The mouse works fine when signed onto the first account.
The mouse does not work when signed onto the second account.
Help!

What's it do in the third?

When you say it doesn't work, do you mean completely doesn't work?

The third works fine. When I say the mouse is completely dead, I mean it
won't move and I can't click anything (but the light is on the mouse). I
fixed it for now by doing a restart.

Hmm... It worked after restarting? It may have been just that the software
to assist the drivers didn't load or that the drivers are corrupted. If you
can remove the drivers then the PC will happily reinstall them for you and
you /should/ be okay.
