Black screen with mouse pointer before user selection?

i just installed Microsoft Windows XP Home With SP2B 1 Pack - OEM on a new
computer and unlike my old computer(which came with windows xp)

im getting a black screen a unresponsive mouse pointer where it normaly says
welcome right before it shows the user select screen that lasts around 5-10
seconds before showing the normal user select screen like normal

i also get the same black screen when useing switch user and logging onto
another user account its really anoying me can someone tell me how to fix
this please.

Make sure windows is updated and install the latest version of your
graphics drivers.

tried that also tried a repair install of windows turning off and on sli mode
moveing the port my monitor is connected to and turning off and on the
welcome screen

it loads up perfectly w/o any delays/black screens if i turn off the welcome
screen and fast user switching

but i really need to use the welcome screen since this computer is shared
with 4 other people.... heres my hardware specs i can post my dxdiag if it
would help too
