Mouse Wheel Does Not Work on Explorer Menus

This is a new installation. My mouse wheel seems to work in most programs but
doesn't work on explorer menus. Previously (old installation) turning the
wheel would page right to show more files. Now it just does nothing. How do I
fix this?
 
Reinstall the Mouse drivers that came with the mouse, probably on one of
your utility disks.

Click in the right-hand pane to bring focus to there and see if it works
then.
