Mouse Problem - Won't Work on Left Half Of Screen

My brother-in-law has a computer running windows 2k, and his mouse
won't work on the left half of the screen. He can move it fine on the
right half, but if you were to draw an imaginary vertical line at this
one part of his screen, he can't move his cursor past it to the left.

Any ideas? He can control everything fine with his keyboard, it's
just the mouse that has issues.
