Right click an empty space on the taskbar.
Click "Properties" in the popup menu.
Uncheck "Keep the taskbar on top of other windows".
Click Apply > Ok.
This is a known issue if " Keep the ........" is selected and the info above is only temp until it happens again. AFAIK there is no permanent fix for the issue.
