How do I correct the mouse over text from appearing behind the taskbar?

How do I correct the mouse over text from appearing behind the taskbar?

Right click an empty space on the taskbar.
Click "Properties" in the popup menu.
Uncheck "Keep the taskbar on top of other windows".
Click Apply > Ok.

This is a known issue if " Keep the ........" is selected and the info above is only temp until it happens again. AFAIK there is no permanent fix for the issue.

I have not had that occur since I installed XP SP3.
Maybe there was a fix?

I don't think so since my computer still does the same thing post SP 3 only
now the commonly known fix no longer works.
