Some things you can do, not necessarily in this order:
Turn off the computer in the usual way via the start menu, unplug the
mouse. Reboot. Turn off again. Plug in the mouse, making sure that it
is inserted in the proper port. When you turn on the computer,
hopefully it will be recognized. (Note: I've read the problems can
occur if the mouse has ever been plugged in the wrong port. If so,
post that information here and hopefully someone else will comment)
Check with System Properties - Control Panel \ System \ Hardware tab,
device manager to see if there is any listing for your mouse
If not, try Control Panel \ Add New Hardware to see if your system
recognizes its presence.
