Mouse Cursor Problems

My mouse cursor continues to jump to the default box in
every window that pops up despite my telling it not to do
so numerous times. What gives?

Are the settings from Control Panel> Mouse not sticking? There should be a
"snap-to" or similar setting in there that can be toggled on or off.
