Why doesn't the cursor respond to the mouse at startup?

Hello,

Upon every start-up, the cursor does not respond to the mouse.

Hence, it's necessary to restart the computer (a second-time) for
normal operations. Upon restart, if the <ENTER> key is pressed, the
cursor once again does not respond to the mouse. So yet a third
restart (without pressing the <ENTER> key) is necessary to initiate a
normal startup.

Could this be a problem with the motherboard?

can you use the keyboard to navigate or is the desktop frozen?

Could be a motherboard problem. Do you have a PS2-to-USB adapter so
that you could test the mouse in a (USB) port?
