My mouse and my ports are ok. Why won't my cursor even
appear on the screen when I connect the mouse to the port?

How do you know the ports are OK?

How do you know the mouse is OK?
 
no driver, wrong driver. (provided the mouse and ports are in fact OK)
Remove ALL instances in Device Manager (including hidden ones) and try
again.
