Greetings,
When I click "start" then run my mouse over a program and right click,
nothing happens.
In the past when I would right click a window would open with choices as to
what to do. The option I want to use is "remove from this list".

The right click works properly on all other operations. Please help.

Check the following.

Go to Control Panel and double click Taskbar and Start Menu.
In Taskbar and Start Menu Properties, click on the Start Menu
tab.
On the Start menu page, hit the Customize button.
In Customize Start Menu, click on the Advanced tab.
On the Advanced page, look in the Start menu items box.
Make sure "Enable dragging and dropping is checked".
Click OK twice.
