More help with pop ups

I thought I had my pop-up problem solved, but still don't. I was told to look for a browser that I might have downloaded unintentionally that may be causing this same pop-up. So, I did and I found one. I tried to delete it, but it won't delete. (By the way, I have downloaded AdAware, SpyBot, and a pop-up stopper but they won't stop this one).
Okay, in C: Program files there is a folder called "SB". Contained in that folder is another folder called "Smart-Browser." There are 5 files contained in that folder
BHO.0.1.0.150.dl
Icon--porn logo (for the desktop?
HTML document--(the porn pop-up I get all the time
ENCTEXT--thingies.lish.enctex
TMP--thingies.lish.enctext.tm
Okay, when I went to delete the root folder, a message popped up saying that BHO.0.1.0.150.dll was being used by another person or another program and could not be deleted. I tried moving that one file to somewhere else on my C: drive (in order to delete the folder) but it wouldn't allow me to move it either. I tried shutting everything down on my system but that didn't work. I also went into the Add/Remove Program screen, and this browser does not show up on there. Please tell me how to delete it because it's obvious this is exactly what's causing my pop-up problems

Start by downloading LSP-Fix from <http://www.cexx.org/lspfix.htm>,
and CWShredder from <http://www.majorgeeks.com/download4086.html>.

First, run CWShredder.

Now check for, and remove, spyware. Get HijackThis
<http://www.majorgeeks.com/download.php?det=3155> and Spybot S&D
<http://security.kolla.de/index.php?lang=en&page=download>, both of
which are free and very trusted crapware detectors and removers.
1) Install and run Spybot. First update it ("Search for updates"),
then run a scan ("Check for problems"). Trust Spybot, and make all
recommended deletions.
2) Install and run HijackThis. Do NOT make any changes immediately.
Save the Log.
3) Have your HJT log interpreted by experts at one or more of the
following forums (and post it here first):

(The latter may or may not respond for you as I have read reports that
the SWI site is currently under DoS attack). All of these forums
appear to be rather busy right now, so be patient.

If removal of any of the spyware affects your ability to access the
internet (some spyware builds itself into the network software, and
its removal may damage your network), run LSP-Fix.
