More specifically, I need to monitor the usage of the non-interactive
desktop heap. I can't find any perfmon counters that look correct, nor can

I know how to CHANGE this value, I've done so because I have a server app
that requires that; I just don't know how to track the usage of it so I can
know when to change it again.
