Monitor turns off- power options don't correct

Running XP
Every 15 minutes my monitor turns off.

Went to safe start up and:
Went to power options, set all to never turn off.
Even set up new power option setting, set that to never turn off.
Still turns off every 15 minutes.

Now what please?

Is it a Desktop or Notebook ? When you say monitor turns off, does
the Power LED go completely off or turn to an amber color. Amber
would denote a low-power state, like Standby.
Also is this a new condition, where it's worked properly in the past ?

It is a desktop.
The screen goes black, with a microsoft emblem.
I noticed this in the last 3 weeks, after I did a
clean reinstall of WIn XP (home ediditon)

That is a Screen Saver, a hold-over from the days of Phosphor burn
in CRT monitors. If a "Static" image stayed on the screen for too long
it would actually burn that image into the screen. Screen Saver on XP
is enabled by default (10 Minute timer, I believe). Just go to Display
Properties in Control Panel, Click ScreenSaver (TAB) and configure
to your preferences.

If a Microsoft logo is displayed, then the monitor couldn't be off. It
sounds like a screensaver. Right click an empty area on the desktop >
Properties > Screen Saver
