monitor time on specific webg sites?

Just looking for suggestions on what to use and how to monitor a user, specifically how long they spend with a given web site active in the browser etc.

Open my computer,R.click on C: drive,properties,go to Quota tab.You can
allocate user time with this utility.
 
how is that going to log a users time on a web site? as far as I can tell
that only allows for limiting disk space...?
