Monitor Start/ system hook

I messed up my registry and have things pretty much
cleaned up. I have one residual error message upon start-
up that reads:

"Monitor Start: unable to set talkback system hook."

Any ideas of what this means / how to fix the bug? Once
I click OK, the message goes away & I don't perceive any
problem.
