Monitor Shut off/ Screen saver

I have windows XP pro, and despite the fact that I have my screen saver set as well as a time set for my monitor shut off, neither seem to work. I just came back from being 3 hours away from my comp and the monitor had not shut off (set for 20 minutes) and also the screen save wasnt running (set for 15 minutes)

Why is this not working, and how do I go about fixing it?

Corey, go to Classic Control Panel>Power Options>Hibernate. Make sure that
the box is checked and
select Power Schemes and make sure everything is set properly.
