Monitor doesnt turn off as per power options

I select monitor to power off after 10 minutes in power options but it never
actually does turn off, however it works if i choose 1 minute. it seems
*something* is causing some activity within a 10 minute period so that the
monitor will never turn off. I've tried with absolutely no 3rd party
programs running yet it does not help. ANy ideas?
