Modem will not dial using isp software

I have sp1a installed on computer, needed to reinstall xp due to problems I experienced in install manager. After reinstalling xp, the modem will not dial using msn or earthlink software. Modem will dial using hypertrm from the run menu, almost looks like I have a conflict between isp software and xp after reinstallation?

you need to reinstall the service pack and any updates anfter your reinstall
of XP
