Modem problem

Hi this is my first time asking a question on community
newgroup but i have a big problem.
I cannot connect to the internet by dial-up cause I keep
getting this error message "Your modem is being used by
another program. Please end the program and try again".
I have no clue about which program is using the modem, and
I don't know how to find out???
Can someone help me
