modem not detected on startup,please help!!!

When I boot up,XP does not detect my internal modem.
I have heard of this problem before from someone with an
external modem,but if it is switched "on" before turning
the computer on,then XP detects it,but how do I make shure
that an internal modem is on when I boot up,or is there a
way to configure XP to avoid this?
