Modem does not detect dial tone

I have an HP Pavilion that the modem will not dial out,
but is ok with query check.
I replaced the modem, (internal) with a US robotics and it
does the same thing.
I put it in another slot, same thing.
I updated driver to latest web, same thing.
I hear it dial, but no dial tone.,
Phone line works, I have another pc and modem I use it on
with no problems.
Is there something in Windows I have missed to get the
modem to connect?
Using hyperterm or AOL 6 or AOL 8 I get same results to
this must be something Windows is controlling.
Windows XP HOME edition, not SP installed yet.

If you unplug the phone cord from the modem and plug it into a regular
telephone, do you hear a dial tone? If you don't hear a dial tone, there is
something wrong with that phone jack, or the cord you are using with this
computer.

Also, there are sometimes two phone jacks on the back of the modem. Its
important to make sure you've plugged into the one for the phone line, and
not the one that is for you to plug a telephone into.

If neither of those things helps, reply to this post and we can go from
there. Hope this helps!
