Missing Top Bar for CTR+ALT+DEL Panel!

recently when i type Ctrl+Alt+Del, the panel shows up without the
[minimise][close] bar, i can onli use TAB on the keyboard to toggle around
the performance, programs running panel. Can anyone please advice me on how
to restore back the original setting? thanks

Open Task Manager and double click anywhere on the upper border.
