Missing Toolbar

For some reason, I'm missing the toolbar that shows the open windows. I've
tried moving the start bar around, making it bigger and different things but
I just can't find it. I usually have the start bar locked, but I've unlocked
it and tried several things. It never appears.

Any ideas??

you may either run an edit to retore the missing toolbar or may do it
manually.
To run the edit follow:-

under "T" Toolbar -missing.

I ran this vbs script, it prompted me if I wanted to continue, and then
nothing...

Do I need to reboot?

When I run this program, it gives me 3 options of what to repair:

Windows Explorer
Internet Explorer
Shell Browser

What does this toolbar fall under?
