The TimeZone list is contained in the following registry key:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones

Under this key are all the timezones. See if they are there.

You may also want to check the Permissions on the above key, to see you has
READ access:

1. Open Regedit
2. Open HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time
Zones key
3. Check for data entry under key
4. Click on keyname HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows
NT\CurrentVersion\Time Zones
5. Click on Edit | Permissions
6. Make sure Administrators and SYSTEM has Full Control and Read access,
Users and Power Users has READ, and CREATOR OWNER has Special Permissions
