Missing tabs on Task Manager

When I do a Ctrl-Alt-Del which brings up the task manager, the menu and
selection tabs are gone. What appears is the list of processes in play, but
I cannot choose the applications or anything else.
The task manager icon appears in the tray and I need to right click on the
icon in order to shut down task manager. When I log off and switch users,
the task manager comes up just fine. If anyone knows how I can fix this
little problem. Thanks.

Open up task Mgr. and move your mouse to either the left or right border and
double click.

Double-click the border and all the tabs will be back.

Hold down CTRL+ALT+SHIFT at the same time, and while holding them down press
ENTER, this seems not to work for me?
Insted I have to doubleclick on the taskmgr.
