Missing 'System tools' on Accessories

Hi:
When I tried to 'defrag' this morning, I found 'System tools' on Accessories
was no longer existed, although there is 'System Tools' when I clicked
Help and Support on Start on the left side corner of the bottom.

How to restore 'System Tools' on Accessories - Program - Start?
