System Tools missing

I'm trying to create a System Restore point.

I click Start, All Programs, Accessories, System Tools and find only one
item -
"Internet Explorer (No Add-ons)".

I expected to see other items including "System Restore".

How can I find / recover my missing System Tools?

In the future, you could also try Windows Tweak UI (download from Microsoft,
part of the Windows XP Powertoys). It has a function to hide/show items from
the Desktop, Control Panel, etc.
