missing System Tool

Somehow I have lost the System Restore function. The
folder no longer shows under System Tools. Is there a way
of repairing Windows XP without the CD? This machine came
with an OEM restore disc but it will reformat and install
only.

Have you searched this?
Right Click on "My Computer" --> "Properties" --> "System Restore"?

Ok, I checked as you suggested and yes it shows that it is
monitoring the hard drive. Now for the 64 dollar
question. How do you access the restore program? It is
no longer on the expansion of the Start button.

You have to start manually %SystemRoot%\System32\restore\rstrui.exe

You also can create a new shortcut of this file and save it to:
C:\Documents and Settings\All Users\Start Menu\Programs\Accessories\System
Tools

After that you will find the restore utility in the System Tools Menu again.

Thanks for the quick help. I now have it restored the way
it is suppose to be. The only problem is that it will not
restore to any previous checkpoint. After selection of
the restore point and you click on "next" you get two
quick error messages about bad ".dll" files. They go by
so fast you can not read them completely. Any suggestions?

Try turning system restore off, then back on again:

right click My Computer | Properties | System Restore | Tick mark "Turn
off System Restore on all drives"

Ok your way out. Then go back in and turn it on.

Note, you will lose all current restore points.

The installation ought to have cached the needed files on hard disk: go
to the Hidden folder Windows\Inf, right click on sr.inf and take Install
which should put things back. I would then have Folder Options - View
set to show Hidden files, and *not* Hide Protected mode ones, go to the
System Volume Information folder on each drive and delete its contents.
Then Control Panel - System - System Restore and unchecking Disable
system Restore (if necessary); while there, check the Settings of each
drive. There is no point in having it on on drives use only for data,
and the default of 12% of others is often too much for its health on
modern large drives - keep the space allowed down to say 1GB at most
