Missing send button on outgoing mail

The toolbar containing the send button is no longer
showing in the window of a newly created e-mail. Making
changes to the toolbar options has no effect. I have re-
loaded outlook.

The only way I can temporarily correct the problem is to
use the command line switch to start it in safe mode.

Any syggestions?
