Missing prompt asking if I want to disconnect from phone line

Upon closing my IE 6 browser and Outlook Express, I no
longer get a prompt asking if I want to disconnect from
the phone line. I have placed a check mark
beside "Disconnect when connection may no longer be
needed," but this didn't help.

Any suggestions of how to get the disconnect prompt to
appear?
