Missing menu/status/tool bars on pop-ups and other sites

When the toolbars (especially the menubar) are missing in pop-ups and other
sites, is there any way (keyboard shortcut or other) to get these bars to
appear?

i don't think you can change the setting as this is
dictated from the parent page but if you type/entre
CTRL+N then a new window will open of that page with your
usual toolbars on. hope of use.
