Missing Links tool bar & OWA Issue

I have all updates, clean virus scan and clean Microsoft Sypwear sweep,
however, IE is missing the links tool bar, (even though it's checked) and in
outlook web access the window for opening a new message or replying to a
message comes up with a blank window. System restore is a blank window too.
I've uninstalled IE x 2 and that hasn't helped. I've checked the pop up
blocker as well. Any ideas?

Check your registry for a "NoLinksBar" entry. Delete it or change the value
to zero.
