Missing icons in Network Connections, no Network Setup Wizard, no ICS.

I have been following this bug for quite some time without ever
finding a resolution. My only clue is that someone from MSFT has
stated that these behaviors (specifically, Network Setup Wizard not
starting up) could be caused by a failure to enumerate the network
connections. Anyway, here are my symptoms:

#1) VPN connections vanish after reboot. They are still in the phone
book, but are no longer visible via Network Connections.

#2) Network Setup Wizard does not start up. Attempting to start it up
results in a flicker of the hourglass and nothing more.

#3) ICS is no longer available on the advanced tab for LAN/Internet
connections. The firewall, however, IS still available and does
function.

#4) There is no network connection visible for the 1394b LAN Adapter.
Reinstalling the "driver" does nothing, the driver comes with Windows
and the location of the adapter is listed as "on Texas Instruments
OHCI Compliant IEEE 1394 Host Controller". The only downloadable for
this is an .inf from the motherboard manufacturer. Disabling the 1394
controller in the BIOS gets rid of the 1394 LAN Adapter in the Device
Manager, but does not clear up the other problems.

What could cause the "connections enumeration" process to fail, and is
there somewhere in the registry that I could delete some keys that
could possibly be causing the failure?

I'm running XP Pro SP1 with whatever critical updates have been
released. My motherboard is an Abit IS7, and I am using the on-board
3com ethernet adapter.

Anyone who is experiencing this problem, please reply to this post. It
would be really nice to see this issue put to rest.

in Start/Run type these lines and hit ENTER after each line

regsvr32 netshell.dll
regsvr32 netcfgx.dll
regsvr32 netman.dll

I have the same symptoms for a very long time in two of my machines. I have tried the suggestion of running the commands:

regsvr32 netshell.dll
regsvr32 netcfgx.dll
regsvr32 netman.dll

but they didn't help at all. I wonder if there is anything to do Visual Studio .Net since both of my machines have Visual Studio .Net installed.

I have tried this fix along with the others in KB article #825826.
Didn't help. Thanks for the suggestion, though.

If reinstalling the 1394 driver does nothing, try reinstalling the other
devices under Network Adapters in Device Manager.

DON'T select "View hidden devices" when you do this, and mostly DON'T
uninstall the WAN Miniport Adapters.

Unfortunately, I have tried removing and reinstalling all of them
(1394b, 3com Gigabit, Linksys LNE100tx) as well as disabling the 1394b
and removing the Linksys card entirely. No effect.

Is there any chance you could shed some light on why ICS does not
appear on the advanced tab and why VPN connections vanish? Is all of
this related to a failure in the enumeration of network devices? Could
you delve a little deeper into the suspected cause..? Is one of the
drivers failing to provide a satisfactory return when the system
iterates through them?

I feel that I am going to end up having to install clean when SP2
final rolls around just so that I can be rid of this issue.

ICS won't appear unless it thinks you have enough adapters to run ICS, bad
enumeration means less network adapters, no ICS. VPN connections vanish
becauses a LAN adapter failing enumeration stops the whole enumeration and
it never gets to the VPNs.

I don't remember the exact causes of enum failing, there are probably many.
Network configuration info in the registry is not friendly and not even
human readable in all cases.

You might check if you have any "non-present" devices installed. (installed
but not physically attached)

Type the following commands at a command prompt

set DEVMGR_SHOW_NONPRESENT_DEVICES=1
devmgmt.msc

I've also suffered from this problem on two computers. The problem appeared
after installing SP1, so I think that's what has caused it. On my own
computer, I was able to fix the problem by 'Repairing' Windows XP (boot from
the XP CD and it's one of the options you get). The other computer isn't mine
so I don't have that option. I have tried most of the things listed in the KB
articles, but none of them seem to make any difference. Any ideas about what
is being repaired and can it be done manually?
