missing file msiefr40.dll

When computer boots, this file comes up missing and I
have not been able to retreive it from reinstalling
system softwae. It appears to be from Microsof internet
explorer but I am not sure...Is there a way to find out
where this file can be downloaded from? Any help will be
appreciated.

The file "msiefr40.dll" has to do with spyware. Run a program like
Ad-Aware or SpyBot to clean your system of all spy parasites.

You don't want this file back. You may have to edit your registry to
get rid of what ever is calling that file. Try running msconfig.exe
first to see if something is calling it upon startup. Click on the
startup tab after running msconfig.exe and look for the offender.
