missing system32 msiefr40.dll

Hi guys, I need help regarding the missing system32 file
msiefr40.dll It is missing when I tried to install uni-
code compatability using the windows regional settings.
Please help. thanks a lot

try 'Start' > 'Run' > type MSCONFIG' > OK
click the 'Startup' tab and uncheck any reference to 'msiefr40.dll' > OK
Now reboot. No more error message. A window will pop up after reboot in
reference to the MSCONFIG change, check the box & click OK.
