Missing file c_437 and wont startup

I have Windows XP on a machine and I deleted c_437.nls, and now it wont boot, it comes right to a screen that tells me this. Is there a way I can put this file in the proper directory (windows\system32\) without completely reformating the harddrive? I have a dos boot disk, but it wont let me recognize the C: drive. But it will let me get an A: prompt. How can I get it to work again
I have also tried a recovery CD, but it tells me I need the administrators password. There has never been a password on the computer. If this could be a solution, how can I get around this problem
