Missing DFS root

I moved the FSMO roles of a domain, demoted it but forgot there was
domain based DFSRoot on the DC. when i try to browse the DFSroot on the
new DC i got an error RPC is not available though i can see the DFS
setting within the advance view of ADUC.

how to i get DFSroot to function again? The dfsroot folder is gone, can
i re-create it? how?
