Missing Csapi3t1.dll file

The spell check in Outlook Express wont' work In
checking Microsoft Knowledge base, I have discovered that
the Csapi3t1.dll file is missing from the Proof folder.
How do I replace it?

directly into C:\Program Files\Common Files\Microsoft Shared\Proof
