Missing Componets

I am trying to add a componet which is supposed to be in Windows
Embedded called Speech Text Services v1.1 and it is not on the list in
target designer. I did a search for it on microsofts web page and they
heard of it but offer no assistance in getting it into my image.. Does
anyone have this componet in there list of componets in target
designer?

Lower visibility to 200. Tools _>Options->Advances->Min Visibility
