missing burners

please can you help,i uninstalled norton and it took my buners with it.i have
looked at other solutions,but when i try to run regedit or regedit .exe all i
get is regedit.com with a black screen,its the same when i try to run cmd.i,m
new to all this and all i want is my burners back.
