Missin Toolbars in XP Taskbar

This is a second posting of my question. Somehow I got dumped into the ME
General Group instead of the XP General Group. Well, here goes again. My
toolbars (Quick Launch and others) will not load when I boot my machine. I'm
running XP Home with SP2 on a PIII 500mhz home built system with 512Mbs of
RAM. When my computer boots the Taskbar is empty. I have to right click on
the Taskbar and select Toolbars from the Context Menu. I have tried running
Safe Mode and locking the tasbar but nothing seems to help. Any
suggestions???
