FOR SOME STRANGE REASON THIS PROGRAM CALLED mIRC IS
ATTACHED SOMEHOW AT STARTUP ON MY COMPUTER. I CAN'T
REMOVE IT USING THE CONTROL PANEL ADD/CHANGE PROGRAMS
OPTION. DOES ANYONE HAVE AN IDEA HOW TO GET THIS THINK
OFF/OUT OF STARTUP?
 
It's an Internet Relay Chat program.

Doesn't answer the OP's question. He want's to know how to stop it
initialising on startup....

It'll be in the registry under one of:-

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run
HKEY_USERS\.DEFAULT\Software\Microsoft\Windows\CurrentVersion\Run
HKEY_USERS\<His User ID>\Software\Microsoft\Windows\CurrentVersion\Run

Use regedit to find where and delete the entry.

Altenatively, get the WXP version of MSConfig and disable it with that:-
