I would like to Know how to reverse a "workgroup" logon setup to get back to
the Windows Logon page containing the user Icons. With a "Workgroup" logon
one is required to use "Ctrl+Alt Del to logon each time and it is time
consuming going between a user account and the stand alone "administrator"
when changes in settings are required.

When part of a domain, the welcome screen is disabled. You can still use
the welcome screen with a workgroup however there are some situations where
the welcome screen becomes unavailable:
-a program such as PC Anywhere has replaced the msgina.dll
-classic logon is forced using local policy editor (common choice by system
admins in workplace scenarios)
-services that support these features have been disabled.

Start troubleshooting by logging on with an account in the administrative
group and checking the settings in Control Panel> User Accounts: Change the
way users log on or off. In Administrative Tools> Services, check that Fast
User Switching service has a "manual" or "automatic" startup type.
